Region One Regulations for:  REGION ONE'S Shuttle Ops

First: Anyone wanting to look into starting a new chapter, MUST contact the ShOC Program Director.  REGION ONE HAS DIFERENT REGULATIONS THAN DOES FLEET.

Seems silly to state this, but many have been going directly to the RC and that can slow things down since the Region One Shuttle Operations Command Director, ShOC for short, is required by Region One guidelines to sign off on every new chapter  and every chapter  launching from the program. In addition, R1- ShOC can answer many of your questions and clue you in to potential problems before they happen. The R1- ShOC Director also has copies of  the S.T.A.R.T. Manual,  (Starfleet's  Shakedown  Handbook).  This publication explains almost everything a person needs to know before actually starting a chapter.

Second: Any support ships that have chapter-in-training specific questions should direct those questions to the R1- ShOC  Director. He has a current copy of  M.O.M.  (Mothership Operations Manual) which will answer most of the questions a support ship might have about its chapters and brief you on any regional guidelines for support ships.

Third: When sending the paperwork for going to starship/station status, the chapter in training  must have the items in the list below and in the quantities indicated before sending anything via the US Postal Service , OR E-MAIL.  [NOTE: In Region One, it IS required that a copy of the VRR be sent to the R/1 ShOC Director for research and records keeping. This allows another layer of protection should your VRR packet get lost in the mail. The R1 -ShOC Director will research your packet making sure it is correct, for approval and send it to the Regional Coordinator for his/her signature. The R1 ShOC Director does actually sign the VRR form.]

Building a Region One chapter-in-training VRR Packet (launched from a R1 support chapter):  (NEW UPDATE AT END)

1. Completely filled out VRR, three (3) copies.
2. DTS approval letter, three (3) copies.
3. Three (3) copies of OTS and OCC certificates for CO, as well as XO.
4. Stamped envelope addressed to the Region One Shakedown Operations Director
    (will most likely need extra postage).
5. Stamped envelope addressed to the Region 1 Coordinator
     (will most likely need extra postage).
6. Stamped envelope addressed to Starfleet Shakedown Operations Command (ShOC)     

    (will also need extra postage).

Your VRR packet should go in order: from your chapter CO, to the mothership CO, to R1 ShOC, to R1 RC to Starfleet ShOC.

 

Building a Region One chapter-in-training VRR Packet (launched from R1 with support chapter in another Region):

1. Completely filled out VRR, three (3) copies.
2. DTS approval letter, three (3) copies.
3. Three (3) copies of OTS and OCC certificates for CO, as well as XO.
4. Stamped envelope addressed to the Motherships Regional  Coordinator.
    (will most likely need extra postage).
 5. Stamped envelope addressed to the Region One Shuttle Operations Director
    (will most likely need extra postage).

6. Stamped envelope addressed to the Region 1 Coordinator
     (will most likely need extra postage).
7. Stamped envelope addressed to Starfleet Shakedown Operations Command (ShOC)     

    (will also need extra postage).

 8.The RC from your Mothership should be informed ahead of time that your VRR is in route.

Your VRR packet should go in order: from your chapter CO, to the mothership CO, to auxiliary RC, to R1 ShOC, to R1 RC to Starfleet ShOC.

Building a Region One Chapter Launch VRR Packet (for a R1 chapter)  (NEW UPDATE AT END)

1. Completely filled out VRR, three (3) copies.
2. DTS approval letter, three (3) copies.
3. Three (3) copies of OTS and OCC certificates for CO as well as XO.
4. Stamped envelope addressed to the Region One Shuttle Operations Director (will most likely need extra postage).
5. Stamped envelope addressed to the Region 1 Coordinator (will most likely need extra postage).
6. Stamped envelope addressed to Starfleet Shakedown Operations Command (ShOC) (will also need extra postage).

7. Stamped envelope addressed to Starfleet Chief of Operations (will likely need extra postage)

A single copy of a letter from the R1 ShOC Director stating that he certifies that you have completed the ShOC program and are ready to be commissioned as a starship/station will be included with your VRR Packet to the RC (In most cases a separate e-mail will be will be send to the chapter CO to let him/her know the launch was approved). The R1RC will keep this letter and send the rest of the package on to Starfleet ShOC.

One might ask, "How do we get a letter from R1 ShOC?" Well, read on!

Process for getting the R1 ShOC Approval Letter: (If at all possible, do this through e-mail)

1. Go through the checklist below and make sure you have completed every step in the process. If missing anything on the list, do it now!
2. Submit the completed checklist to R1 ShOC along with a copy of your most current Crew Roster with SCC's. The R1 ShOC Director should already be familiar with your status and should get back to you within a few days with his response. In the unlikely event that the response is negative, the R1 ShOC Director will give reason(s) and make suggestions on what to do before resubmitting the request. If there is anything out of place, this is the best time to find it so that the R1 ShOC Director doesn't have to send the whole VRR Packet  back to the chapter in training when it comes across his desk.

Checklist:

* Reported regularly and on time (exceptions are allowed, but give reasons why any reports were missed/late). In R1 you MUST report to the R1 ShOC Director as well as the R1 RC each month.
* Have VRR filled out and ready to go.
* Both CO and XO have taken and passed OTS and OCC.
* Have approval letter from DTS
* Chapter  crew is in favor of making the jump to starship/station status.
* If meeting chapter, held regular meetings during the entire life of training session.
* Produced at least one (preferable several) issue of chapter newsletter.
* If correspondence chapter, been in regular contact with a majority of the members (includes e-mails and mailing lists).
* Does your support ship know of your plans to apply for starship/station status?
* Attach a copy of current crew roster to this completed checklist.

And that is all there is to it!  Most of these items you already will have together for the VRR package you will send to the RC, so this list will only take a minute or two of your time to complete.

Be sure to take advantage of the R1 ShOC program to itís fullest extent. Thatís what itís there for. The Director can help you avoid many problems from the start and help you to deal with those that come up along your road to becoming a Starfleet Region One Ship of the Line.
